These changes by the University Grants Commission (UGC) aim to simplify academic progression, enhance inclusion, and promote research across all disciplines.
From redefining PhD eligibility, integrating the 4-year undergraduate degree, and restructuring NET-based admissions, the UGC’s 2025 guidelines set a comprehensive roadmap for aspiring scholars and educators in India.

PhD Admission: Eligibility Based on UG & PG Qualifications
The UGC has introduced flexible academic pathways for PhD aspirants based on their undergraduate and postgraduate qualifications:
Eligibility with 4-Year UG Degree
- Candidates with a 4-year bachelor’s degree (Honours/Research) in any discipline can apply for a PhD without a postgraduate degree, provided they score at least 75% marks or an equivalent grade.
- A 5% relaxation (70%) is applicable to SC/ST/OBC (non-creamy layer)/EWS/PwD/BPL categories.
Eligibility with 3-Year UG + PG
- Students who completed a 3-year bachelor’s program must also have a 2-year postgraduate degree (Master’s) in a relevant subject to be eligible for PhD admission.
Additional Requirements
- Candidates must clear the NET (National Eligibility Test), which will now serve as the common entrance for PhD admissions across India starting from 2025-26.
- They must have cleared all final year exams (including theory, internal assessments, practicals, and dissertations) as prescribed by UGC.
UGC-NET: The Standardized Gateway for PhD
From 2025 onward, UGC has standardized PhD admissions through NET scores, replacing multiple university-specific entrance tests. Key points:
- NET is conducted twice yearly (June & December).
- It will now determine eligibility for PhD programs, Junior Research Fellowship (JRF), and Assistant Professor roles.
- Three eligibility outcomes:
- NET + JRF: Eligible for PhD + Assistant Professor
- NET Qualified (No JRF): Eligible for PhD + Assistant Professor
- PhD Admission Only: Qualified only for doctoral study

Undergraduate Programs (2025 Onward)
- UGC now encourages 4-Year Honours and Research UG Programs
- These are aligned with the National Education Policy (NEP) 2020, offering:
- Exit options at 1st, 2nd, and 3rd year with respective certifications
- Direct PhD admission eligibility after 4 years with 75% marks
Postgraduate Programs
- Duration: 2 years (following a 3-year UG program)
- Optional for PhD if UG is 4 years with research component
PhD Duration
- Minimum: 3 years
- Maximum: 6 years
- Extension possible under specific academic or research circumstances
Mandatory Research Publication for PhD Award
UGC mandates that:
- PhD scholars must publish at least one research paper in a peer-reviewed or UGC-recognized journal before submitting their thesis.
- This applies to scholars in government-funded institutions seeking UGC fellowships or academic appointments.
Online & Distance PhD Opportunities
In alignment with NEP’s goal of increasing access:
- Online PhDs are recognized and encouraged, especially for women, working professionals, and rural candidates.
- Supported modes include:
- Self-financing
- Scholarship-based
- Institutional grants
Dual Degree Policy for Undergraduates
Under new norms, students may:
- Enroll in two academic programs simultaneously, provided one is in physical mode and the other via distance/online.
- Pursue two UG degrees or one UG and one diploma simultaneously.
This promotes multidisciplinary knowledge and aligns with global education models.
Seat Allocation Rules
- Universities must reserve at least 50% of their PG program seats under UGC-approved frameworks.
- These must be transparently advertised and aligned with national standards.
